 Barrel Cactus Unusual Growth

I have a Barrel Cactus about 10 inches in diameterby 8 inches tall.There is another plant growing out of the base of the cactus. I cannot readily ID the other plant. The grow is about 12 inches tall. The top of the growth looks like a pompom and the stem is segmented. Any idea what this might be and is it harmful the cactus.
