  Cactus Flowers

Hi all -- I have been growing cactus for the last 15 years, and am just getting ready to plant a new cactus garden at my new home. I have a couple of questions that I haven't found addressed on the internet and I would be grateful for your answers.
1) I had one of my oldest and most favorite cactus "golden torch" die of root rot. I did cut off the tops and replant, and dug out the old stump. Should I treat the dirt before I replant any cactus in there?
2) Again thinking of the "golden torch" after the flowers are droopy is it okay to pinch or cut them off, or should I let them fall off by themselves? Sometimes they just look ugly after all that beauty is spent out!!!
