 My cactus is rusting?

I have 4 window bowls of small cacti. Some - but not all - the plants in one of these have developed a kind of 'rust' on them, like someone spilled coffee on them. It looks bad but it doesn't seem to be harming the plants, which otherwise appear healthy. It's been like this for about a year now and shows no signs of going away. I'm concerned for the other plants in the bowl and the plants in the other bowls. Is this 'corky scab'? Any advice would be welcomed.
