 How do I handle cacti turning black?

My 6 medium large CACTI were planted along a dry creekbed. THERE has been a lot of rain and cold, and the cacti are turning blackish. I tried covering the ground with hay and evergreen branches, staking around the cacti, and placing a plastic drop cloth over the stakes.
Can I keep adding hay or even house insulation? How far up on the trunk or stalk of the cactus can I cover? I really hate losing these cacti.
